Pursuant to RCW 35.82.300, Joint Pacific County Housing Authority (JPCHA) was created in 2003 by Pacific County Ordinance No. 154 and serves all of Pacific County including the Cities of Ilwaco, Long Beach, Raymond  and South Bend.  The Board of JPCHA is appointed by the representative jurisdictions and the agency is staffed through a contract with Housing Opportunities of Southwest Washington (HOSWWA.org).

Grand Opening for Willapa Center  

Raymond, WA: Joint Pacific County Housing Authority (JPCHA) is happy to announce the long-awaited Grand Opening of Willapa Center located at 216 3rd St., Raymond, WA.

This project began long ago with a vision from Willapa Community Development Association (WCDA) had a dream to build replacement housing for the Willapa Hotel that burned down in the same location.  It took many years for this project to come to fruition but a major investment from the State of Washington finally made it happen.  Willapa Center is a 3 story affordable housing complex with 30 units, a daycare and nonprofit offices.  Please join us for a grand opening ceremony, Tuesday March 26, 2024, at 11:00am, at 216 3rd St, Raymond WA. The grand opening will include refreshments as well as a building tour.

Chair

I have worked for the City of Long Beach in various positions for over 30 years.  I have spent countless hours with volunteer organizations such as the Long Beach Volunteer Fire Department and the Ilwaco Sports Boosters.  In my position with the City, I have also had involvement with the Pacific County Tourism Bureau, Pacific County Emergency Management Agency and the Joint Pacific County Housing Authority, to name a few.  I believe everyone should have the opportunity to live in safe affordable housing.  Pacific County has been hard hit with industry moving out of the north part of the county and the boom in tourism in the south county.  Each has had an impact on the quantity, quality and cost of affordable housing.  It is important to me and the City that we address this pressing issue.

My name is Janice Davis and I live in South Bend. I am currently on South Bend’s City Council and previously was a business owner in South Bend. Our area has never seen such a shortage of affordable housing which also greatly impacts our local businesses. I am grateful for the opportunity to serve as one of the voices in South Bend for the Joint Pacific County Housing Authority.

Julie Overby, graduate of Oregon State University.  Grew up in Oregon, lived in Alexandria, Virginia;  Topeka, Kansas;  Independence, Missouri, back to Portland, OR and moved to South Bend in Pacific County 13 years ago. Throughout the past 20+ years, I was involved in rehabbing affordable houses with my late husband.  I currently own a small market research company, enjoy community involvement,  travel and adventures with my companion and our two yellow labs.  Affordable housing is inextricably linked to everything on our planet.  It is a wonderful gift to be involved in ways to continue to find affordable housing  and assisting in making it available to members of our community.

Rebecca Chaffee
Vice Chair

Rebecca Chaffee has lived and worked in Pacific County for over 35 years. She is currently the manager of the Port of Willapa Harbor, overseeing Port facilities including three marinas, three industrial parks with over 30 commercial tenants and the Willapa Harbor Airport. Rebecca was formerly the Director of Public Works for the City of Raymond where she spearheaded and managed many local projects.

Rebecca is active in the Willapa community having served on the boards of many organizations in addition to the Joint Pacific County Housing Authority including Grays Harbor College, the Willapa Community Development Association, Craft3, the Raymond Planning Commission, the Pacific County Economic Development Council, the Pacific Council of Governments and the Raymond Theater Advisory Committee.

Rebecca is a University of Washington graduate with a degree in civil engineering. She and her husband Gordon have two sons, a daughter and four grandchildren.

Jeanne Brooks
Commissioner

Jeanne Brooks is a full time Ilwaco, WA resident and the co-owner of DJB Rentals, LLC in Pacific County, WA. DJB Rentals provides access to affordable rental housing for low-income seniors, as well executive short-term rentals for health care providers.  At the same time, Jeanne also works from home in WA, as a Senior Director in the Azure Strategy team for Microsoft Corporation. Prior to Microsoft, Jeanne started up and sold a technology company leading to her employment at Microsoft.  Additionally, Jeanne worked as a lobbyist for Women Impacting Public Policy, testifying before the US Senate on several matters specific to WBE/MBE companies, and worked as a site inspector for NWBOC, the National Womens Business Owners Corp.

My wife and I have lived in Pacific County since June of 2003, when I became the superintendent of Raymond School District. I have 31 years’ experience in public education, after serving five years as an intelligence analyst in the US Army. I did my undergraduate work in International Relations at Brigham Young University, received my Master’s degree in Teaching from Whitworth College and my Doctorate in Educational Administration from Washington State University. 

Since coming to Pacific County, I have been active in various community organizations. These include Lions Club, the Willapa Harbor Chamber of Commerce and the Boy Scouts of America. Having recently retired, I look forward to continuing to be active in our community and see serving on the JPCHA as one way to do so.

Tiffany Turner
Commissioner

Tiffany Turner was born and raised in Pacific County and currently lives in Ilwaco with her husband Brady and two teenage sons, Jaden and Beckett. She received her Bachelors and Elementary Education Certification from Seattle Pacific University. Tiffany is a CEO and co-founder of Adrift Hospitality, a boutique hospitality company based out of Long Beach. Adrift employs over 100 people in Pacific County and Tiffany is passionate about finding creative solutions to our workforce housing challenges.
